Does the order of tracking ID's have any effect on how scorm and bookmarking works?

We have a course that was created in the builder, and while the tracking ID's are sequential in the json, the actual blocks are not, the builder created the blocks in a non sequential order in the .json, and thus the Tracking ID's are actually not in order when you are running the course.

Does the order of the tracking ID's matter, or are they just for identification purposes and non sequential?

I am asking because we are having issues with the Bookmarking bringing people back to the correct Component. Everything is set properly in bookmarking (Component level, both set in course.json and contentobjects.json)
