Answer for those who will face the same problem:
1. Check symbols in "Title" in "Project settings". Most likely, only english letters and west arabic numbers are suitable.
I changed title from cyrillic to english letters and it worked.
"Display Title" can be in your language.

2. Also you can find .zip in the folder having path adapt_authoring\temp\хххххххххххххххххххх\adapt_framework\courses\хххххххххххххххххххх\хххххххххххххххххххх (last one is id course same as in path http://localhost:5000/#editor/хххххххххххххххххххх )
