Actually you mean Authoring Tool 0.4.0 ;-) which I think runs Framework 2.2.something

The Page Level Progress plugin has behaved like this for some time, I'm struggling to remember a time when it didn't do this. Maybe Adapt v1 but that was ages ago.

I'm not sure there's a way of changing this via the config but I'll ask around.
