I can install and start the Authoring Tool using Vagrant (on windows), but if I try restarting the Authoring Tool using vagrant halt and vagrant up I receive following error message:
I can install the Authoring Tool anew on another location but the same problem always occurs when I try to start it again.

I'm no vagrant expert, but I get a similar error if I run vagrant up when the authoring tool files are missing but the vagrant box has not been installed.
For example if I want to start afresh and I have uninstalled the vagrant guest machine with vagrant destroy command and then try and reinstall with vagrant up. In that case you would need to copy back all of the authoring tool files.
Another gotcha is not running command prompt as administrator.
