Has anyone created native mobile platform application wrappers for adaptive contents?

I could see a strong use case for creating common mobile learning needs (eg. caching, LRS connection, menu building and navigation and application bookmarking, etc.) for some semi-connected use cases. Basically situations where mobile web access is not necessary or perhaps not possible due to technical constraints or other sorts of issues.
