Can I Use Adapt Authoring tool to create 3 question bank with total 150 question, this 3 questions bank with total 150 questions should randomize and show me only 50 questions.
Please advise if this is doable?

If your course needs to support IE8 then absolutely, definitely not.
For other browsers, it should be possible but definitely worth testing first to make sure that amount of questions won't cause any performance issues. You'll find it easier to set up a test using the framework as you can copy and paste questions much more quickly that way.
