Is there a way of making the page level progress drawer show by default, or maybe at least show on opening a course?

Not 'out of the box', no.
Should be possible with a bit of JavaScript but adding that sort of thing in when you're using the authoring tool could take a fair bit of work - depends how comfortable you are with that sort of thing.
