I'd be keen to understand better how you'd see this working and what sort of data you would like to show in Twitter and Facebook. If you already have any thoughts on this, please feel free to elaborate.
The more likely scenario would be using a Tin Can / xAPI Learning Record Store (LRS). This has been inspired by Twitter's (or microblogging in general) stream of consciousness approach. You will still need an LRS you can post to as there isn't really an established central place for private individuals to keep their learning records.
I believe this sort of place will appear in the near future and be using Tin Can. Kineo and City & Guilds have been exploring this a bit with our City & Guilds Way project.
Either way, Tin Can / LRSs seem like the right vehicle to achieve these are designed for the purpose of string and retrieving 'stream-of-consciousness' type tracking data. I think the connection point to sites like Twitter and Facebook is Open Badges. Essentially, these represent tangible results, which may be much more relevant to post up to Twitter and Facebook and share with connections / followers. LinkedIn would feature as a target for these types of updates, too.
In summary, I think that this is the sort of thing you might be driving at. Please correct me if I am wrong. It would be interesting to discuss further either way.
