SSL error on create course. Where are Adapt CLI SSL settings?

I've attempted to install the Adapt Framework (CLI: 2.1.13, Framework: 5.18.2) on my MacPro (Monterey 12.1). I cannot seem to get the adapt cli past a an SSL cert error. 

If I attempt to install the framework from the cli, or if I install manually and attempt to create a course I get the same error:

"Oh dear, something went wrong. I'm terribly sorry. unable to get local issuer certificate"

Where are SLL setting store for the adapt cli?

Adapt cli doesn't have SSL settings because that behaviour is provided by nodejs and the operating system.

I imagine, this is, as you had said in gitter, because you are on a tightly restricted government computer.
