I'm wondering, how does one go about publishing a course from the authoring tool as 'non-tracked web content'? I would like to be able to use a course without needing to upload it to an LMS. Is this possible?

Go into your course.
In the menu go to Configuration Settings
Under "Extensions" go to Spoor and turn everything to False.
Try that? :)

Thanks that helped! My underlying problem was that I wasn't running it on a server (oops!). I was just opening it as a file in my browser. So even after trying your steps, I still got the loading screen. I tried running http-server, and voila, it worked! But I'm glad I now know how to disable the spoor in the authoring tool.
